In some states (Alaska, Arizona, Arkansas, Idaho, Kansas, Maine, Mississippi, Missouri, New Hampshire, North Dakota, Vermont, West Virginia, Wyoming), the carrying of arms (concealed or not) is a constitutional right, making the need for a license Harbor lapsed.
